Curious- it appears the Nov draft took this entirely out. I wonder if they are intentionally putting it back in, or if they are working off the Sept draft, and don't know the Nov deleted it.
I believe, just like at the Nov 19th SBOE meeting, they don't have the Nov version including comments and changes made from the Sept draft - they can't easily compare what, exactly, changed. Grrr...
